DescriptionIdaho National Laboratory is hiring a Power Utility
Maintenance Manager at our Central Facilities Area, located
approximately an hour from Idaho Falls, ID.

Reporting to the Site Utilities Division Director, you will manage
the safe and effective operation, maintenance, repair or
replacement of Power Management facilities, equipment and systems
to ensure reliable operation and service to tenants, while
supporting the policies and objectives of the Site Utilities
Division.
As a member of the Site Utilities Division's Leadership Team, you
will participate in objective setting, strategy development and
performance reviews of power systems.Responsibilities
Include:Routine interactions with public utilities, municipalities
(e.g.
State of Idaho), suppliers, contractors, and INL management in the
performance of maintenanceRemain knowledgeable of electric power
utility operations, maintenance, disaster planning, emergency
preparedness and general safetyKnow and comply with electrical
utility safety and operational standards ( OSHA 10CFR 1910.269,
NFPA 70E, NFPA 70, NESC, and NERC), environmental, safety, health,
radiation and contamination, and quality assurance regulations and
procedures for this positionManage power management maintenance
activities across the INL to safely complete preventative,
predictive, and corrective maintenance on time and budgetMaintain
the material condition of these facilities to fulfill operating
requirements and to maintain their capabilities to meet the mission
safelyImplement and improve the power management Conduct of
Maintenance Program and establish maintenance policies and
goalsDevelop and implement procedure changes required to maintain
complianceEvaluate work performance to ensure organizational
responsibilities and commitments are met within established budget
and schedule.Provide technical support and supervision of those who
perform high voltage power system maintenance planning, scheduling,
outage coordination, and executionEnsure maintenance work is safely
performed in such a way as to minimize downtimeAnalyze complex
maintenance issues, evaluates alternative solutions, develops sound
conclusions and recommends a course of action.Develop standards for
quality customer service practices and communicate them to
staff.
Ensure training of staff is performed.Work with the Power
Management Operations Manager to evaluate overall laboratory impact
and formulate solutions to existing operational protocols which
will exist due to changing lab goals, DOE Orders, and customer
requirements.Mentor other F&SS Operations/Maintenance Managers
and coordinate best practices and lessons learned to
share.Participate on planning walk downs for work on or in close
proximity to live electrical energy sources.Provide Senior
Supervisory Watch oversight for work on or in close proximity to
live electrical energy sources.Collaborate with operations and
maintenance staff to assure facilities, equipment and systems at
expected true efficiency and quality levels, by optimizing Power
Management maintenance, and developing Power Management and
divisional projects.Contribute to the Ten Year Infrastructure
Strategic Plan and coordinates with the Campus Development Office
(CDO).
Together with the CDO, participates in development of FIMS, MARS,
and CAIS strategic planning activities.Work with the Project
Liaison, Project Coordinator, and others to understand upcoming
construction or project needs for SFO, and WFO
programs.QualificationsMinimum Requirements: -Bachelor's degree in
Electrical Engineering, Facilities Engineering, or related
technical discipline and 8 years of relevant experience, OR an
Advanced technical degree and 6 years of relevant experience, OR 16
years of relevant experience may be substituted in lieu of
degree.Relevant experience includes power utility system operation,
maintenance, engineering, and prior supervisory
experience.Demonstrated experience managing electrical transmission
and distribution systems and working with collective bargaining
units and subcontractors to ensure their work is done on time and
with accuracy.
In-depth knowledge of power systems, power grid/transmission, and
substation maintenance and operations.Thorough knowledge of
methods, processes and equipment to maintain/operate/repair high
voltage power transmission and distribution systems and
infrastructure.
It also requires competency in areas of safety and environmental
compliance including knowledge of associated federal, state, and
company regulations (e.g., 10CFR 1910.269, NESC, NERC, NFPA 70, and
NFPA 70E).Four years proven managerial or supervisory experience
working and communicating with exempt/non exempt staff, engineers,
line crew, craft supervisors, and managers.Must have the ability to
work with Computerized Maintenance Management System (CMMS), or
similar, and instruct others on its operation.This position
requires the ability to obtain and maintain a Department of Energy
Q clearance, which requires US Citizenship.Must reside within a one
hour commute of assigned facilities due to On-Call
