The Program Integration organization within INL's Nuclear Science &
Technology directorate is seeking a proven project leader to fill
its opening for a Experiment Project Manager.
The Experiment Project Manager (EPM) will be responsible to manage,
coordinate, and administer nuclear fuel and material irradiation
experiment projects from the conceptual phase through final project
closeout. They will also be responsible to manage work scope
including experiment initiation and planning, engineering
mechanical design and analysis, specimen and hardware fabrication,
characterization, irradiation testing, shipment to post irradiation
examination facility, and final project closeout.
The EPM will work directly with the Program Technical Lead (PTL) to
define and document experiment objectives/requirements, to estimate
and establish budgets, prepare budget request documents, and will
be responsible for developing, maintaining, and executing the
project life cycle plans and schedules. The EPM will also work with
line management to establish and acquire multi-discipline teams to
design and fabricate experiments meeting customer objectives,
monitor and report project performance, and provide feedback as
Project, program, and functional support staff are geographically
close and the EPM will have some involvement with entities external
to the working group. The EPM will function as the interface
between project activities and will resolve problems as they arise.
Further, the EPM will apply basic project management skills to
manage full project scope for multi-size projects across technical
disciplines and support functions, including financial, quality,
procurement, legal, regulatory, engineering, fabrication, analysis,
instrumentation, export compliance, etc.
The EPM will implement Laboratory procedures, in particular
LWP-20700, and assist the PTL in initial experiment negotiations
with customers, if applicable, and will be accountable to the
program for scope as agreed to in the Experiment Execution Plan.
This role functions independently within policy and procedural
direction from management and will provide input and advice for
major program and project decisions.
It is preferred for the incumbent to have knowledge of nuclear
fuels and materials, experience in the design, fabrication and/or
execution of nuclear fuels and material testing, and an
understanding of irradiation testing, nuclear reactor systems,
theory and safety in regards to experiment implementation at a
nuclear reactor/facility. The incumbent should also have a
familiarity with executing work in accordance with standards of
ASME NQA-1 2000 as implemented by the INL Quality Program or
equivalent. The individual in this role will be knowledgeable with
project management tools to plan, schedule, authorize, budget,
monitor, and report work (e.g. Primavera, Excel, Word, PowerPoint,
