Health Safety & Quality (ESH&Q) Group is seeking
forward-thinking professionals interested in exploring a career as
a Nuclear Safety Assurance Director! Our team works an on-site 9x80
schedule located at our Idaho Falls facility with every/every other
Friday off. Responsibilities Include:
- The Division Director, Nuclear Safety, & Assurance (NSA)
provides vision and leadership for this division in support of the
Idaho National Laboratory (INL) mission to further INL's science,
engineering, and technology objectives.
- Provides strategic leadership and supervision to managers and
subject matter experts in Criticality Safety, Nuclear Safety, and
Nuclear Assurance.
- Provide effective technical assistance/guidance to INL
management and staff while identifying and setting laboratory-level
requirements and policies, establishing, maintaining and assessing
compliance to laboratory-level program procedures and processes.
Provide assistance and coaching that ensure compliance to
applicable regulations and requirements.
- Provide nuclear assurance and high-hazard oversight activities
that are reported directly to the Lab Director and Deputy Lab
Director for Operations & Management, and expertise in enablement
actions.
- Establish strategies and lead the design and implementation of
NSA programs and processes. Oversee development, deployment of
associated NSA policies, programs, and procedures that provide
value and protection in accordance with State and U.S Department of
Energy (DOE) directives and regulations throughout all activities
under the scope of the BEA contract. Protect the institution from
undue risk.
- Provide management oversight and direction for INL Nuclear
Safety Program. Provides oversight of Readiness to Proceed for
determinations for Operational Readiness Reviews for the Deputy
Laboratory Director for Management and Operations and ESH&Q
Director.
- Evaluate, select, lead, and develop a diverse and inclusive
team of NSA professionals that delivers effective and responsive
services. Maintain a strong commitment to the implementation and
perpetuation of BEA values and ethics and Battelle Safe Conduct of
Research (SCOR) principles.
- Provide oversight and general direction to Nuclear Assurance
whose function as Inspector(s) or Senior Inspector(SIs) for the INL
performing in-depth nuclear safety regulatory inspections. Advises
and assists Laboratory Director, Laboratory Deputy Directors, and
INL senior management on laboratory and national issues that
pertain to Nuclear Safety Operations. Ensures that strategic
relationships are maintained. Develop relationships with peers at
other laboratories and other organizations and participate in
appropriate industry trade organizations and committees.
- Partner with ESH&Q Directors and peers from other
Laboratories to provide leadership and coordination of ESH&Q
programs that benefit the broader DOE complex. Serve as an active
member of the National Laboratory Directors Council ES&H
Working Group and the Battelle ES&H Community of Practice.
Qualifications A Bachelors' degree in Science or Engineering with
15 years' of demonstrated ability, or a Masters and 13 years'
experience, in NSA programs or activities. Demonstrated leadership
ability to create and articulate an organizational vision and
deployment strategy, including the ability to collaborate in the
development of effective compliance strategies within a complex
regulatory environment. Demonstrated understanding of DOE
authorization strategies for reactor and non-reactor nuclear
facilities and the implementation of controls at the facility
level. Demonstrated management skills, including ability to manage
budgets and personnel. Demonstrated line management success with
staff development. Ability to effectively articulate, both through
written word and oral presentation, a command of NSA to a diverse
audience (to include workers, senior executives, other DOE Prime
Contractors, external regulators, DOE officials). Skilled at
consensus building across a broad spectrum of team members and
interest groups including internal and external organizations. This
position requires the candidate to obtain and maintain a Department
of Energy "Q" clearance, which requires US Citizenship. Preferred
Requirements : Master's degree and job-related experience in
Nuclear Oversight management, Criticality Safety and Nuclear
Safety. Understanding of development and application of NRC
Licensing methodologies for advanced non-light water reactor
technology. Job Information Salary Grade MR0400: 250 - ($160,440 -
