Join us to innovate and shape the future!INL is seeking a versatile Counter-Intelligence Executive Director / Senior Counterintelligence Officer (SCIO) to develop and manage an effective and compliant Counterintelligence (CI) Program. This program aims to protect the Laboratory and other Department of Energy (DOE) sites from hostile foreign intelligence and international terrorism threats.This role reports directly to the INL Laboratory Director and collaborates closely with the DOE Office of Intelligence and Counterintelligence (DOE-IN). The SCIO will lead the INL Field Office, overseeing CI support for over 6,500 DOE-affiliated personnel at INL, including interactions with DOE Operations, prime contractors (Battelle Energy Alliance, LLC, and Idaho Environmental Coalition, LLC), and associated subcontractors.Responsibilities:The SCIO will design and implement a comprehensive CI Program to identify and mitigate foreign threats to INL and DOE facilities. The candidate must be capable of devising solutions for complex CI challenges, with no previous precedents. They should demonstrate effective leadership within complex organizations and possess extensive knowledge of foreign intelligence, terrorism threats, and technology-based collection risks targeting USG personnel, resources, and information.Deep understanding of relevant laws and policies, such as Executive Order 12333, is desirable. The SCIO will also develop mitigation strategies and provide expert advice on CI and national security issues, working in concert with the USIC and other intelligence entities to detect, deter, and neutralize threats.The role requires exemplary leadership, collaboration, and communication skills, including experience with classified briefings, public speaking, and managing diverse teams. The candidate should have substantial experience in managing organizations with prioritized resources and fostering professional interactions across various levels of the laboratory and external agencies.The SCIO must serve as a liaison with USIC representatives and represent INL and DOE-IN on CI-related matters, engaging with senior leadership, government agencies, contractors, and technical staff.Other Responsibilities Include:

  • Leading CI Program and Project management, including strategic planning.
  • Advising senior leadership on CI risks and strategies.
  • Maintaining accountability to DOE Office of Intelligence and Counterintelligence.
  • Overseeing CI investigations, inquiries, and assessments.
  • Managing relationships with law enforcement and USIC partners.
  • Leading and mentoring staff.
  • Providing timely advice on CI issues to senior management.
  • Supporting INL's strategic goals through collaboration with leadership teams.Qualifications:
    • Bachelor's degree with 12+ years of experience in intelligence or counterintelligence, or a Master's with 10+ years, or equivalent.
    • Proven track record in managing complex national security matters.
    • Experience leading small to mid-sized teams.
    • Ability to obtain a DOE Q clearance and SCI access, requiring U.S. citizenship.Preferred Requirements:
      • Current DOE Q and/or TS-SCI Clearance.Job Information:
        • Salary range: $214,300 to $285,600.
