Idaho National Laboratory (INL) is seeking applicants for a
Technical Security Team Manager. This position is a key role as
part of the INL Technical Program.
In this role you will be widely recognized as a technical subject
matter expert providing advice and guidance to programs,
organizations, and personnel on matters of technical security
policy, procedures, and regulations. This position serves as a
technical point of contact for Battelle Energy Alliance (BEA) with
the Department of Energy Idaho Operations Office (DOE-ID) TSCM
Operations Manager (TSCMOM) and DOE-HQ Technical Security Program
Manager on matters related to Technical Security. You will
regularly collaborate with DOE-ID and DOE-HQ to ensure ongoing
operations are in concert with current threats. You will also
regularly interface with individuals at other DOE sites, other
government agencies and industry leaders.
You will be asked to regularly identify unique solutions and
provide groundbreaking and innovative ideas to move INL into a
position to be a leader in the DOE complex. You will be responsible
to develop complex-wide networks and relationships outside INL with
other subject matter experts.
The Technical Security Team Manager must act independently to
achieve goals and objectives. Must demonstrate advanced analytical,
problem-solving, and decision-making abilities to independently
advise and recommend appropriate actions and implement solutions to
complex security problems with Lab-wide implications. This position
requires the ability to articulate solutions to complex technical
requirements and effectively relate technical requirements/issues
to non-technical personnel at all levels, providing subject matter
expertise on a broad array of technical security topics. Creates
and maintains formal/informal networks with other national agencies
and industry leaders.
This position requires a broad based knowledge of Technical
Security. The Technical Security Team Manager is responsible for
formulating and enforcing work standards, assigning schedules,
reviewing work discrepancies, supervising personnel, and
communicating policies, purposes, and goals of the organization to
subordinates. The Technical Security Team Manager shall be
responsible for the overall performance, milestones, and reporting
for the Technical Security Team.
Responsibilities include overseeing operational activities and
ensuring appropriate tasking and reporting. The incumbent must
possess a thorough knowledge of specialized equipment operations to
include effective countermeasures employment. This position will
mentor, guide and train all levels of staff. The Technical Security
Team Manager ensures that all Technical Security staff are
receiving proper training and development.
The position requires use of in-depth engineering, technical, and
electronics knowledge to provide Technical Security related
direction and guidance for protection of sensitive, classified
communications systems and to ensure compliance with all applicable
laws, regulations, and DOE orders.
Responsibilities include implementing an effective Technical
Security Program designed to detect, deter, isolate, and nullify
technical surveillance penetrations and technical security hazards,
as well as prevent the unauthorized intercept of compromising
emanations that may be present in information processing
communication equipment, systems, and components. Ensure that all
facilities at INL meet the requirements of applicable federal
technical security directives and orders. Failure to provide
effective Technical Security Programs could result in inadequate
protection of classified information potentially causing grave
damage to the national security of the United States and increased
risk for incidents of security concern (IOSCs) with the potential
to negatively impact business or program/project goals across
This position is responsible for identifying issues through
assessments and providing recommendations for resolution. This
includes assuming a leadership role in assigned Safeguards and
Security topical areas. These activities may involve high risk
areas affecting organizational or Laboratory protection strategy.
Mistakes or errors in judgment could cause significant issues and
would have a negative impact on the INL Mission, as well as,
Bachelors degree plus 12 years relevant experience, or an advanced
degree plus 8 years relevant experience, or 20 years relevant
education/experience in lieu of degree. Bachelors or advanced
Candidates must be graduates of the Interagency Training Center
(ITC) TSCM course.
Must be a U.S. Citizen.
Management prefers candidates that currently hold or have held a Q
clearance or equivalent.
Engineering or Electronics/Electrical related degree/experience
Technical Security (TSCM/TEMPEST) program or equivalent combination
of specialized education and experience preferred.
Must attend and pass the national DOE OPSEC class, TSCM Executive
Overview, TSCM Workshop training, TSCM Managers and Officers
training, TSCM new technologies updates, SIPR and SSIMS
Working knowledge of classified information and document handling
policies and procedures, and ability to become an Authorized
Demonstrated working knowledge of alarm and access control systems
Experience reading architectural blueprints, as-built drawings, and
conceptual designs preferred.
Must be able to attain DOE certification as TSCM Technician or have
been previously certified.
Must be able to attain DOE certifications as a TEMPEST and
Protected Transmission System (PTS) Inspector.
SELECTIVE SERVICE REQUIREMENTS
To be eligible for employment at INL males born after December 31,
