Job Description:
Job Description The Operating Projects (OP) unit within the
Naval Reactors Facility (NRF) Program Management Division is
responsible for the development and execution of operating-funded
construction projects from initiation to closeout. This is
accomplished with a Project Execution Team (PET) consisting of a
Project Engineer, Subcontract Technical Representative, Project
Analyst, and a Project Manager. These teams work with off-site
contractors to develop and execute construction-type projects.
Typical projects involve medium-to-large scale refurbishment,
replacement, or repair of the site's infrastructure. The position
being offered is for an experienced Electrical Engineer (EE) that
will provide technical direction and support while assigned to one
or more PETs. The EE is tasked with ensuring successful compliance
with technical and functional design requirements that most often
involves electrical power distribution systems. Essential duties
also include meeting health, safety, and environmental requirements
as well the ability to demonstrate knowledge and compliance with
applicable electrical codes and standards. As a member of the PET,
the EE is expected to coordinate and track project contractual
obligations and must establish and maintain positive relationships
with stakeholders and oversight groups. The EE is responsible to
develop and implement a broad spectrum of project deliverables (NRF
permits, forms, etc.) throughout the life of each project.
Oftentimes the work efforts associated with this position focus on
replacement of aging components and systems, refurbishment/overhaul
of existing systems, and coordination of challenging logistics
related to minimizing impacts to operations while executing
projects. While the EE is responsible for technical assignments as
a member of PET(s), the position allows flexibility in approaching
design solutions. Some examples of this are: utilization of
contracting Architect-Engineer services (design-bid-build method),
self-performing (design-bid-build method), or Construction
Contractor-Engineer services (design-build method). The EE works in
partnership with the NRF electrical community, the site's
infrastructure/system owners, and a variety of support personnel to
successfully execute challenging and diverse work assignments. The
successful candidate will exhibit excellent written and verbal
communication skills and apply sound engineering fundamentals to
work efforts. Essential duties include: Delegated broad engineering
responsibility for all aspects of assigned tasks with limited
direction.Interface with PETs and other program organizations to
accomplish project objectives.Provide technical guidance during
planning, development, and execution of assigned projects.Partner
with PETs and Integrated Project Teams by providing support and
direction for project technical deliverables that comply with Naval
Reactors Program requirements. Process, track, and log various
subcontractor submittals.Qualify as an Engineer of Environmental
Work to ensure proper scoping of environmental aspects for projects
and prepare all required documentation in support of work
execution. Apply knowledge of NAVSEA requirements to work
assignments.Participate in standing technical committees and
interface with oversight groups on a routine basis.Provide
proactive leadership for area of cognizance to develop and improve
existing processes.Perform work planning to accomplish major
projects that meet project and schedule requirements. Prepare work
documents and permits that support subcontracted work efforts.
Communicate as necessary to ensure others involved appropriately
understand project status and risks.Issue technical reports and
recommendations. Ensure documentation is in accordance with NR
program quality standards.Understand and implement the company
policies and procedures in area of cognizance and related work. Job
Requirements Senior Level BS degree in engineering or Bachelor's
degree in a science related field from an accredited college or
university and a minimum of six years of relevant experience based
on exceptional performance trend; or MS degree in engineering or
Master's degree in a science related field from an accredited
college or university and a minimum of four years of relevant
experience based on exceptional performance trend. Principal Level
BS degree in electrical engineering from an accredited college or
university and a minimum of nine years of relevant experience based
on exceptional performance trend; or MS degree in engineering from
an accredited college or university and a minimum of seven years of
relevant experience based on exceptional performance trend. Job
