DescriptionThis role requires the ability to provide technical, strategic, and human capital leadership for the Materials Properties and Performance group, B612, within the Department of Materials Science and Engineering (MS&E) of the Energy and Environment Science and Technology (EES&T) directorate at INL. This group oversees and leads the research, development and deployment (RD&D) associated with materials discovery, design, properties, characteristics and performance. As an integral part of the Materials Science and Engineering department, this group is also involved in developing, designing and improvement of materials characterization techniques and equipment. Group leadership duties are expected to constitute 20-30% of effort, while the remainder of effort is expected to be dedicated to technical work. The successful candidate will have the opportunity to build and conduct materials research, development and deployment work using state-of-the-art experimental and/or analytical techniques, with emphasis on programs dealing with metallic structural and functional materials for application in high-temperature and other extreme environments (high stress, molten salts, supercritical fluids and highly corrosive) for advanced energy systems (nuclear, solar, fossil, aerospace, heavy industries). The candidate is expected to have fundamental knowledge, requisite expertise, and experience in physical metallurgy to evaluate the full spectrum of properties (physical and chemical) and performance of these materials (metals and alloys), such as mechanical performance for application in advanced energy system. Experience in advanced manufacturing techniques for metals, alloys and components is a plus and highly desirable. Candidates exhibiting the ability to integrate modeling and simulations into materials development, testing, evaluations, and advanced materials processing approaches will merit special consideration for this position. As a principal investigator and group lead, the successful candidate will be expected to play a leadership role in developing new programs associated with advanced materials development and assessment in support of grand ideas at the departmental, directorate and lab levels. This role also requires the ability to assist the leadership team in developing and executing the strategic plan(s). The successful candidate will also be expected to independently guide teams of scientists/engineers of various experience levels to conceive, develop, obtain necessary support (of stakeholders) and execute work to prove new principles and concepts related to advanced materials development and assessment. The candidate will also prepare reports and manuscripts for publication in peer-reviewed journals as well as make presentations. The successful candidate must also obtain and retain a security clearance at the Q level. Roles and responsibilities for this position include:

  • Lead as well as support programs, including internal and external proposal efforts to secure funding for scientific/engineering work and other business development opportunities.
  • Build, lead and support effective teams to execute scientific and engineering work.
  • Participate in program development activities, both in lead and supporting roles
  • Develop and enhance traditional and advanced manufacturing techniques for the development of alloys.
  • Lead materials testing programs, including determining test matrices, troubleshooting issues, and analyzing data. Develop new characterization and materials development/manufacturing facilities and capabilities.
  • Serve as a major or sole contributor to the generation of reports, publications.
  • Conduct and document work at an appropriate quality level, including collection and interpretation of laboratory data, planning of research tasks, as well as assessing and applying a wide range of research techniques to those tasks. Enhance the technical and professional skills of junior staff through active mentoring and training. Act as a technical resource to colleagues at all levels
  • Represent the MS&E Department and INL with sponsors and peers through programmatic and technical presentations. Coordinate and monitor the work of others. Identify and build synergetic intra- and inter-directorate (within-INL) as well as external collaborations especially with the goal of developing and initiation new materials-based projects and programs. Identify and coordinate synergetic collaborations between modeling and experimental activities essential to peers and stakeholders internal and external to INL. Direct and contribute to the completion of milestones on multiple projects and programmatic objectives. Is expected to be a group lead and will have managerial responsibilities. Group leadership responsibilities include:
  • Acting for the Department Manager, including attending and conducting meetings, providing department information, approving timesheets, etc., in the absence of the Department Manager.
  • Providing the Department Manager with input on quarterly staff performance reviews including appropriate critical feedback, personal goal setting, and career development.
  • Assisting the Department Manager in creating, updating, and executing a strategic plan for the group and the department at large.
  • Assisting the Department Manager by overseeing talent development, including recruiting key new staff and retaining existing staff, and identifying professional growth opportunities for group members.
  • Ensuring work within the group is executed safely and efficiently, within budget parameters and appropriate scope.
  • Developing and maintaining the group's existing technical capability base; identifies and builds new group capabilities associated with the mission area; acquires and executes technical programs.
  • Providing technical leadership for the group and assist in coordinating and aligning group activities with departmental and EES&T goals Demonstrating technical leadership within the group's area of study/discipline. Providing input to weekly department updates for assigned group projects including development of presentation material to be used to highlight group capabilities to potential internal and external customers.
    Minimum Job Requirements and Qualifications:
    PhD in Materials Science, Materials Engineering, or related field and at least 14 years of related post-PhD experience. Established reputation and relationships with other national and international researchers in materials related working, including development and characterization. A proven track record for identifying synergetic collaborations between experimental and modeling activities within, and external, to organizations where researcher has previously (or currently) worked. Proven track record or meeting the technical goals of stakeholder internal and external to organizations where the researcher has previously or currently worked. Demonstrated experience building and leading effective teams and enhancing the technical and professional skills of junior and experienced staff through active mentoring and training. Established track record for serving as the lead in technical decision-making and direction at the medium to large-scale project level. Strong background and an established record of high-quality research in structural materials. Strong research background in functional materials is a plus. Proven record of conceiving and developing multi-disciplinary research projects on structure/property relationships of materials. Demonstrated record of effective teamwork. Demonstrated ability to work effectively across organizational boundaries. Demonstrated excellence in interpersonal, oral and written communication skills. Record of commitment to safe, secure and environmentally sound operations. A strong record of achievement through reports, publications, intellectual property, or technical products. Proven record of leading multi-disciplinary technical projects and technical teams to success. Familiarity with National Laboratory programs. Experience in structure/property characterization of materials, including development of new materials, neutron irradiation effects, physical metallurgy, and materials characterization techniques. Authorities: * Act for the Department Manager in their absence. * Assist the Department Manager in hiring and assigning staff members. * Assign physical resources including office and lab space, equipment, etc. * Evaluate staff performance; take corrective actions as needed. * Accept and maintain assigned budget. * Assist in recruiting new staff. * Accept work and changes to work scope. * Monitor quality of products/services developed within the group. * Assist the Department Manager in administering staff reward/incentive/discipline systems consistent with INL policy. * Take action to mitigate hazards associated with work conducted by assigned staff. * Take needed actions to ensure safe, secure, and environmentally compliant project execution. * Approve procurements to authorized level. Position Responsibilities:
    • Assist the Department Manager by managing and supporting human resources processes for group personnel, including EPDs, hiring, diversity, training records, annual reviews, merit distribution, promotions, other rewards and recognition, professional development plans, allocation of resources, resolution of problems, and corrective actions. - 15%
    • Assist the Department Manager in business strategy development, identification of opportunities for new business, proposal preparation, marketing, program execution, and reporting and product quality. - 15%
    • Participate in and lead technical work, including leading proposals to secure new funding, perform research and development, and assist in relationship development with key sponsors. - 70% Qualifications.
