P.M.GENERAL PURPOSEPerforms a variety of entry level complex
clerical tasks designed to expedite the receiving and allocation of
general tax revenue, issuance of tax notices and recording of tax
remittances as required by law of the office of County
Treasurer.SUPERVISION RECEIVEDWorks under the general supervision
of the County Treasurer, Chief Deputy or Senior Deputy
Treasurer.SUPERVISION EXERCISEDNone.ESSENTIAL FUNCTIONSCollects tax
payments over the counter and through mail and receipts the same;
responds to public questions and provides information related to
tax amounts, charges and fines, segregation of property, addresses
of property owners, legal descriptions and questions concerning the
tax laws defined by Idaho Code; contacts taxpayers by telephone
and/or in writing concerning payment errors.Performs general money
management duties related to balancing cash drawers; reviews and
reconciles all payments for accuracy and completeness and prepares
deposits daily.Performs warrant redemption functions; receives
warrants form banks and issues Treasurer's check for total warrants
claimed; posts warrants to computer system.Conducts records search
as requested by banks and mortgage companies, including research on
assessor's plats; provides and completes necessary documentation as
requested.Assists in conducting extensive research of all accounts
having three years of delinquent taxes; notifies all recorded and
nonrecorded parties associated with the property; utilizes various
processes and methods including search of microfilm of public
recordings, microfiche, previous payment and ownership records,
plats, city and county phone directories, returned mail
etc.Calculates taxes, collects and receipts prepayments on personal
property and mobile homes; issues advalorem receipts for
verification of taxes paid; assists with collecting payments
received from local improvement districts.Calculates taxes on newly
acquired or split properties for the purpose of proration; provides
mortgage companies with necessary documentation of tax amount or
escrow collections.Accesses computer record of all tax collection
transactions and assists to generate weekly reports.Receipts monies
deposited to the Tax Anticipation Account and determines necessary
payments needed.Prepares warrants of distraint for delinquent
collection of all personal property for issuance to the county
sheriff for collection.Issues refund checks for excess or incorrect
payment with letters of explanation; follows established procedures
in handling late payments or insufficient funds; searches for prior
year delinquency; apprises taxpayer of additional fees or fines and
balances owed; conducts followup on refund letters as
required.Generates and prepares fund ledgers showing fund balances
as required by auditors.Prepares tax notices for mailing.Performs
related duties as required.MINIMUM QUALIFICATIONS1. Educations and
Experience:A. Graduation from senior high school with course
background in bookkeeping, accounting, or some other related field;
plus three to six weeks specialized training in terminal operation
and data entry;ANDB. One (1) year of general work experience
preferably related bookkeeping, accounting, cashiering or some
other related field;ORC. An equivalent combination of education and
experience.2. Required Knowledge, Skills, and Abilities:Some
knowledge of basic practices and methods of bookkeeping and
accounting; terminal operation and data entry; general office
maintenance, (i.e., record keeping, filing, indexing, etc.);
operation of microfilming equipment and procedures.Ability to
perform basic mathematical functions quickly and accurately;
understand financial terminology; read and understand county legal
documents; operate a variety of types of office equipment as
personal computer, adding machine, calculator, typewriter, etc.;
communicate effectively, verbally and in writing; write clearly and
legibly, develop effective working relationships with supervisors,
fellow employees, and the public.3. Special Qualifications:Must be
able to type 35 words per minute.4. Work Environment:Tasks require
variety of physical activities, not generally involving muscular
strain, such as walking, standing, stooping, sitting, reaching,
talking, hearing and seeing. Mental application utilizes memory for
details, emotional stability and discriminating thinking and
