This position will work in the Safeguards and Security (S&S) Training organization within the Security Accountability Performance and Projects (SAP&P) Division. Incumbent will serve as an S&S Instructional Technologist (IT) and training program consultant to one or more departments within S&S. Responsibilities include; conducting job analysis, designing training, creation of Laboratory Instructions (LI) and maintaining database tracking tools. Incumbent must be able to work independently to develop solutions to a variety of complex training programs based on policy or past practice for guidance, and provide expertise as a Security Police Officer II (SPOII) Subject Matter Expert (SME). Incumbent will establish objectives, set priorities and give guidance to management as needed. Incumbent must be able to work with limited supervision, conferring with supervision on unusual matters. Incumbent will provide training and safety documentation which assist the organizations in meeting their training objectives. Incumbent may be required to function as a team lead or give direction to other specialists and/or nonexempt staff. The responsibilities of this position include in-depth analysis of numerous S&S functions to determine specific duties and identify directly related knowledge, skills, and abilities. Incumbent is responsible for designing high-quality training and creation of task-to- training matrices that assure each task is addressed with the appropriate level of training. The incumbent will develop detailed lesson plans, and generate safety documents that serve as a training platform which meets INL safety standards and ensures all training is conducted in a safe manner. Incumbent will also be responsible for interpretation and application of DOE Orders to ensure all requirements are me and is responsible to ensure that training is managed in a manner that is readily accessible for both internal and external assessments. Incumbent must have knowledge of S&S Training programs and procedures including: working knowledge in Curriculum Development, Microsoft Office Suites, Enterprise Mission Essential Task List (EMETL), Annual Training Plan (ATP), Protective Force Operations, Protective Force Training, as well as National Training Center (NTC) Training Approval Program (TAP). SPOII experience preferred. Minimum Qualification Requirements (Education and/or Experience): Baccalaureate plus two years of experience or Advanced Degree and one year of relevant experience. Equivalent combination of relevant education and/or experience will be considered in lieu of a degree.Must have knowledge of S&S Training programs and procedures including: working knowledge in Curriculum Development, Microsoft Office Suites, Enterprise Mission Essential Task List (EMETL), Annual Training Plan (ATP), Protective Force Operations, Protective Force Training, as well as National Training Center (NTC) Training Approval Program (TAP). SPOII experience preferred.
