Idaho National Laboratory (INL) is seeking a Lead Nuclear Safety
Inspector to join the Mission Support Assurance Team. As a Lead
Nuclear Safety Inspectors in the INL Office of Nuclear Assurance
(ONA), this position provides independent inspection of INL Nuclear
Facilities (ATR, ATR-C, MFC, and associated facilities) by
conducting oversight in the areas of nuclear safety operations at
these facilities, performing nuclear safety analyses, reviewing and
recommending for approval nuclear safety authorization bases
changes. Inspection efforts also include sampling of facility
hazard categorizations for conformance to applicable Department of
Energy (DOE) regulations and inspections of the adequacy of line
organization documentation that supports nuclear safety operations
at the INL. The Nuclear Safety Inspectors reviews operating event
time lines and causal evaluations developed by the line
organizations responsible for the safe conduct of nuclear
operations to ensure that the actual causes of operating events are
identified and that actions to prevent recurrence are appropriate
to the causes and timely implemented. The position provides support
for preparation of nuclear safety standards at the INL.
Additional responsibilities include identifying and developing
performance trends through utilization of line organization's
corrective action documentation, event reports, incident reports,
and other applicable source documents. Maintaining an awareness of
Institute of Nuclear Power Operations (INPO) lessons learned
documentation and Nuclear Regulatory Commission (NRC) Information
Notices in the areas of both equipment and human performance is an
expectation of this position.
The Nuclear Safety Consultant will develop metrics to assess
nuclear safety performance, inspection procedures for the conduct
of nuclear safety inspections, and assessments, and support for
preparation of nuclear safety standards and perform other duties as
assigned by the Manager of ONA to develop a functional foundation
for all ONA activities. It is anticipated that these organizational
operating guidelines and inspection procedures will be based on the
best practices and requirements from the DOE, NRC, and INPO.
This position establishes objectives, sets priorities, and advises
INL senior management regarding nuclear safety issues. This
position develops and maintains effective interfaces with facility
operations, supporting organizations, and DOE field
This position provides resources as subject matter expertise in
strategic areas to facilitate accomplishment of the Laboratory's
mission in an effective and efficient manner, as
determined by the Director of ONA.
Minimum Qualification Requirements (Education and/or
Bachelors and 10 years related experience, or Advanced Degree and 8
years related experience. Must have at a minimum 5 years in nuclear
facility operations experience or support activities. Working level
knowledge of DOE nuclear safety and criticality safety
requirements, standards, and guides is preferred, however,
demonstrated ability to master like requirements in the commercial
nuclear industry or NRC may be substituted. Demonstrated expertise
in verbal and written communications is required.
Desired, but not mandatory: Experience as an NRC Senior Resident
Inspector or qualified Inspector, Shift Supervisor in a commercial
power plant or DOE Nuclear Facility, or equivalent.
Special Requirements and/or Training:
Must be able to obtain and maintain a DOE L or Q Security
Clearance. U.S. Citizenship required.
