Primary responsibilities for an Intermediate/Advanced Contract
professional will include:
Researching supplier base.
Developing and qualifying strategic supply chain relationships.
Soliciting and analyzing proposals.
Negotiating with suppliers.
Performing cost/price analysis.
Preparing a formal business case for awarding contracts.
Placing purchase orders for the acquisition of various supplies and
services, including associated contract/project management.
Completing the formal closeout of orders.
Minimal travel will be involved.
The performance of these tasks involves working in a collaborative
environment to support the acquisition needs across all Fluor
Marine Propulsion (FMP), LLC sites, including Idaho, Pittsburgh,
and Schenectady, NY sites. The successful candidate must act as the
liaison between FMP's Procurement Department, other
technical/administrative departments at any site, and suppliers to
provide guidance on procurement procedures and/or resolve
procurement related issues. Additionally, the individual will
participate in market research, relationship management, risk
management, benchmarking, streamlining, and instituting best
The essential duties for an Intermediate/Advanced Contract
Professional my include:
Resolves all open issues prior to award. Prepares a formal
recommendation to the customer identifying the formal appropriate
type of contract and provisions and the business case supporting
award in a timely manner to meet programmatic needs.
Issues and follows the necessary documentation to process facility
and personnel security clearances for contractors when needed.
Participates significantly on process improvement teams reviewing
current internal processes with stakeholders and initiating
improvements to gain efficiencies and improve quality. This role
utilizes lean process principles.
Leads investigations to facilitate resolving problems that may
occur with suppliers. Negotiates as the lead with potential
suppliers for complex contracts (i.e., preparation of inquiries,
selection of qualified suppliers, and placement of orders), seeks
to obtain the best total value for FMP and the customer,
considering factors such as optimum price, deliver, services,
capability, and quality. Financially, commits FMP in a binding
contractual arrangement on complex contracts in a timely manner to
comply with programmatic requirements.
Provides contract management by such actions as following the
contracts progress and closing out purchase orders. Evaluates the
validity of suppliers' schedules and takes appropriate action to
correct scheduler slippage. Maintains accurate contract information
in the appropriate data management systems. Prepares reports for
