The position supports core functions within the INLs Cyber Security Program.
Functions for this position are:
Develop and manage cyber security strategic planning activities for the Cyber Security organization. Represent the Cyber Security organization as a Subject Matter Expert and discipline lead in setting direction for program initiatives and automation. This position works closely with Cyber Security Management and the IM organization to develop and implement innovative solutions.
Recommends improvements in company policies and operations in concert with the interpretation of DOE Orders and policy. Issues strategic decisions that will enhance the direction of the INL Cyber Program and the overall security of the areas where unclassified work is accomplished. Review and provide input to computer security policies per NIST, DOE Orders, Manuals, and Directives for all INL computing systems at the INL
Evaluates emerging technologies and develops new management tools in support of INL strategic initiatives. Represents the laboratory in business discussions and presents recommendations, plans, and statuses to senior leadership and outside entities as appropriate.
Provides expertise and leadership to other DOE laboratories. Provides strategic input to policy and governance for the Idaho National Laboratory Cyber Security Program. Regularly interacts with all levels of management, DOE-ID, DOE-HQ and NE. Provide strategic awareness to the INL staff, at large, in support of the INLs cyber security's projects.
Performs strategic analysis and design in support of the unclassified cyber security program consistent with NIST guidance. Provides strategic perspective in cybersecurity efforts including continuous monitoring, reporting, participation on project teams, incident management, and supporting the ISSM.
Manages special projects as assigned
Must be a US Citizen and be able to obtain and maintain a Department of Energy (DOE) "Q" security clearnce
Bachelor's Degree and 8 years of related experience or Master's Degree and 6 years of related experience or PhD and 4 years of related experience

Technical proficiency in developing cyber security policies and procedures
Initiative Anticipates areas needing assistance. Proposes solutions and/or improvements
Strong computer skills, including MS Word, Excel, and PowerPoint Desired Attributes
Certified by a professional organization as an instructional specialist is desired
Knowledge of Federal Cyber Security regulatory requirements pertinent to DOE is desired
Must be knowledgeable of the U.S. Department of Energy (DOE) Cyber Security controls and requirements and Department of Defense (DOD) Security Technical Implementation Guides. The Information Technology (IT) field and specifically the Cyber Security discipline are rapidly changing environments. The employee is required to obtain specialized training and certification in IT and Cyber Security disciplines. The specific training and certification will vary based upon current technologies and threat conditions. Examples of the training and certification are Certified Information System Security Professional (CISSP), and SANS Global Information Assurance Certification (GIAC).
